This was no ordinary billing blunder; Bonta painted a picture of a meticulously planned operation that bled funds from Medi-Cal, hampering services meant for those truly in need. "This was a brazen, calculated criminal scheme," Bonta announced powerfully at the news conference.
The unraveling began with a tip-off from the state's Health Care Services Department, which opened the curtains on suspicious activities at 14 hospice firms. Undercover investigations revealed that fraudsters snagged personal details of non-Californians from the dark web, passing them off as locals enrolled in the state’s health system.
"It wasn't a case of billing errors, cutting corners, or up-charging care," Bonta emphasized. "It exploited the Medi-Cal system, stole from the State of California and Medicaid."
The intricate plot involved 'straw owners' who snapped up hospice companies to bill Medi-Cal for phantom services tied to stolen identities. Meanwhile, the so-called 'patients' were blissfully unaware, not even residing in the Golden State. Fake records, bogus offices, and trumped-up diagnoses were all part of the playbook.
Dr. Oz himself wouldn't have concocted a more tangled web: the illegal proceeds were washed through over 130 shell companies, hidden away in bank accounts, apps, and even cryptocurrency.
