Fast forward nearly five years and the 33 promised units remain nothing but ghostly echoes of potential. It became "more economical," PATH claimed, to let the property sit vacant when transitional housing funds dried up. The total cost has now ballooned to $20 million, with the loan looming large.

This isn't just a case of mismanagement – it's a glaring example of the entrenched systemic problems that plague the homelessness sector in Los Angeles. Hill, now also a commissioner at the Los Angeles Homeless Services Authority (LAHSA), is navigating a murky water of potential conflicts of interest as her organization stands to benefit directly from the very funding LAHSA allocates.

Leadership Patterns: A Predictable Path

Hill's record is peppered with ethical hiccups. During her time at PATH, she navigated nepotism by employing her then-husband, Kenny Heslep, for a role beyond his skill set. This move foreshadowed the blurred boundaries and misuse of power that would later unravel her political career. And now, as she embraces her "second chance," California's homelessness crisis has only worsened despite the staggering $20 billion spent since 2018.

Los Angeles County estimates a need for $21.7 billion over the coming decade to tackle the problem, yet solutions remain elusive. The system, designed to recycle insiders like Hill, continues to expand without delivering results. The public's lack of demand for transparent audits and measurable performance metrics leaves figures like Hill "failing upward," while those in need remain on the streets, waiting for a change that never comes.
